telegram to His Majesty's Ambassador No. 3 Saving it appears that Chinese authorities will do little to help in scheme

I should be referred to in your telegram lat June No. 150. glad to know whether in these circumstances special measures are considered desirable for organising camp accommodation for destitute refugees already in Hong Kong with a view to guarding against possible severe recurrence of epidemic or aguinst disorder. It is appreciated that considerable expenditure may be involved but this may be an economical

insurance against major risks.

I should also be glad if you would inform me

whether effective measuros exist for preventing if necessary further waves of refugees from Kwangtung entering Hong Kong

urban areas.
